I've fixed this in commit fd6d9a
<https://github.com/weewx/weewx/commit/fd6d9a1f8e4f00b7559f004617f0f529a1c454fb>,
which offers a new option "ftp_encoding", where you can specify an
alternative encoding.
Could you replace your copy of ftplib.py with the new version, which is
attached. Then in your [[FTP]] section, add
[[FTP]]
# (Other options as before)
ftp_encoding = latin-1
