When you added
ftp_encoding = latin-1
Did you put it in the same [[FTP]] section you already have? When you're
done, the results should look like this:
[StdReport]
... options for other reports
[[FTP]]
skin = Ftp
enable = true
user = your user name
password = your password
server = your server name
path = /weather
passive = 1
ftp_encoding = latin-1
