Bob - suggest you think about having your node-red (?) that is capturing the once/hour co2 data write out an intermediate file whenever that happens, and have weewx always read from that scratch file. That should get you something that should look like a step function where you'd have no nulls, just four 15-minute periods with the same value in it, then four with the next value, and so on.
There are lots of ways for weewx to ingest data from external files nowadays that might be worth a look. Write a scratch file out periodically, read it always.
