Take Vince's advice. Many routers just cannot do this. I must admit I am baffled by the very long time - it should be fast or not at all.
In addition, you are mixing IPv4 and IPv6 in your tests, but the ddns.net service returns IPv4 only. Your weewx system is accessible from the outside world using IPv4, but not if I use either IPv6 address you showed, so I suspect you need changed firewall rules for that. If you had a full IPv6 pathway then it does not need NAT and should work from anywhere.
