in skin.conf i have added this

    mqtt_websockets_port = 8084
    mqtt_websockets_ssl = 1
    mqtt_websockets_topic = "*whatever_name_you_want*/loop" 
    disconnect_live_website_visitor = 1800000

in weewx.conf i use this:
[[MQTT]]
        server_url = mqtt://broker.emqx.io:8883
        topic = *same_as_in_skin.conf*  #mqtt_websokets_topic
        unit_system = METRICWX
        binding = loop
        aggregation = aggregate
        log_success = False
        log_failure = True
        [[[tls]]]
            ca_certs = /etc/ssl/certs/broker.emqx.io-ca.crt
        [[[inputs]]]
            [[[[windSpeed]]]]
                units = km_per_hour
            [[[[windGust]]]]
                units = km_per_hour
the only thing to do before you done it is to download from emqx broker 
their free certificate and save it to /etc/ssl/certs/
