Try deleting the NOAA reports and let WeeWX regenerate them. There's a bug that prevents wind from appearing in yearly summaries. For a fix, see this thread: https://groups.google.com/g/weewx-user/c/FCcu3ORLB2k/m/uqUs30RDBgAJ
