Tom - you probably want to run createrepo for at least your el7 repo.  It's 
still picking up 4.7

Manually installing 4.8.0 via "yum install 
http://www.weewx.com/downloads/released_versions/weewx-4.8.0-1.el7.noarch.rpm"; 
worked fine so the rpm itself is good.
