New to the Belcher Town skin, but have the forecast without any additional
installs. Did have to read the documentation
<https://github.com/poblabs/weewx-belchertown#general-options>to find the
forecast_enabled bit.

My Tempest Site <https://andylittle.us/KCAROSEV36/>

    [[Belchertown]]
        skin = Belchertown
        HTML_ROOT = public_html/belchertown
        [[[Extras]]]
             forecast_enabled = 1
             forecast_api_id = xxxxx
             forecast_api_secret = xxxxx
