The linux os won't create the /dev device(s) until something is connected to the pi, which the 'dmesg' command can tell you. A quick search of the weewx archives says that it might matter which wire that came with the meteo pi hat - see (this thread) <https://groups.google.com/g/weewx-user/c/FZm_8mSvars> near the bottom of the thread. Which wire did you use to connect the Meteo Pi to the zeroW ?
Also since you're a new user, I'll mention that you should definitely read the FAQ for how to report a problem and how to debug your setup. I posted a pointer to the FAQ yesterday.
