It appears you have two problems. 1. I cannot be sure (because you did not use debug=1), but it looks like you have two instances of weewxd running.
2. The exception weewx.UnknownType: 'wind' or 'vecdir' can happen if you run the new V4.9.1 Seasons skin using WeeWX V4.7, which appears to be what you're doing.
