The problem appears to be with the Extras section that is in your 
weewx.conf file.
That entire section needs to in your skin.conf file instead of weewx.conf. 
You can edit skin.conf to include those radar links starting at line 25.

Also, can you confirm the radar_img and radar_url links are correct? When I 
try to load those links, I get a 'Server cant be found' error.
