You have the hierarchy wrong.
Try the following...

[[Belchertown]]
   [[[Labels]]]
        [[[[Generics]]]]
        powered_by = "this is the powered by"
        (and so on)

Look at 
 https://github.com/poblabs/weewx-belchertown/blob/master/install.py which 
is what gets put into your weewx.conf file when Belchertown installs.  Look 
at lines 46-169 for the hierarchy
