1. I use the web UI but upload the data to a server run by my provider
2. I use a (non-shipped) skin. I use the Bootstrap skin which features real 
time live date shown in gauges and charts. You find a list in the 
wiki: https://github.com/weewx/weewx/wiki/#skins
3. The skin I use also renders well on a mobile.
4. No VPN, simple FTP-Upload (see 1.)
5. I guess one of the most used extension (beside some drivers) might be 
"weewx-mqtt" to enable the real time live data some skins provide. Also
