The calculation is done on a day-by-day basis. You're only showing the
monthly summary. We would have to see the average temperature for each day
in one of those months.

Take July. The cooling degree days for the month is shown as 33.3ºC. That
could be because one of those days was super hot 18.3+33.3=51.6ºC (hot!),
or it could be because all 30 days were just 1ºC above 18.3º. From what is
shown, we don't know.
