If you have the necessary hardware, your VP2 should be able to emit the soil measurements.
The Vantage configuration utility has had some issues. The version to be included with V5 is much better. Fortunately, the new driver is compatible with V4, so all you have to do is replace the old one with the new one. You can find it here <https://raw.githubusercontent.com/weewx/weewx/V5/src/weewx/drivers/vantage.py> . If that doesn't work any better, we'll take a second look.
