Thanks, I was able to solve the problem like this, maybe it can help 
someone else:
ln -s ~/weewx-data/public_html/ /var/www/html
chmod o+x /root/weewx-data/public_html/
chmod o+x /root/weewx-data/
chmod o+x /root/
