When I ran that report I didn't do it with sudo. When I run sudo weectl 
report run the error goes away. I'm starting weewx with:

sudo systemctl start weewx while I'm trouble shooting. Otherwise it runs as 
a damon.

All enabled reports will be run.
Generating as of last timestamp in the database.
