See the "fileparse <https://www.weewx.com/docs/5.0/custom/drivers/?h=filepars#examples>" driver in the examples folder. It acts as a driver, except it reads from a file.
Or, "filepile <https://github.com/tkeffer/filepile>". It acts as a WeeWX service that augments the data stream.
