I use the Raspberry Pi Imager with Pi5 and Pi 5 64 Bit software so Im 
assuming its the full package.
What Im going to do is have a fresh install of Pi5 using the Raspberry 
Imager and load weewx again and start a fresh with your XTide-=2.15.5.tar.gz
I shall copy all terminal responses to this post and see what you think.
Im hoping ./configure and then make works.
Will send you all terminal responses.
