The above configurations, as is, has no effects. You can specify TimeFormats, if you are not pleased with the default ones.
It's always worth to check the config: https://weewx.com/docs/5.0/custom/custom-reports/?h=timeformats#date-and-time-formats-for-tags The authors invested a lot of time documenting all the features.
