Okay, looks like might need a Fedora page out here.  The redhat releases 
don't align with the fedora ones.    Fedora 40, is still Redhat EL9.

So, I fixed the repo file to el9, and it looks like it can see it. 

But 5.1b4 is what it sees and says it's up to date, even though 5.1 (non 
beta) is the latest.   I'll look into this later.
