FYI All,
I reverted back and 4.10 ran without error.
Today I've upgraded to v5 using pip and venv
I still get the USB permission error however running weewxd with sudo it 
runs
I will run the daemon as root for a few days and see how it behaves.

I'm not sure what benefit if any venv brings particularly as this rpi is 
dedicated to weewx, but I'll stick with the standard installation.
