Three things come to mind:

1. Your power supply is inadequate. There are frequent "Undervoltage
detected!" errors. Replace it with a higher capacity power supply. Or, use
a powered USB hub.
2. The clock is way off. Make sure that you are running some kind of clock
that can synchronize with a network clock.
3. I suspect that your systemd service file is attempting forking, when it
should use a "simple" start. Can we see the file
/etc/systemd/system/weewx.service?
