*Thanks you all! Managed to install weewx in virtual environment.*

I'am newbie for this but can learn it. I followed this 
turorial: https://www.weewx.com/docs/5.1/quickstarts/pip/

And came up a new question:
1. With this method ( virtual environment and pip) installed any webserver 
( apache or lighttpd)? or I have to install one manually? the weewx IP is : 
404. 

But here is the query:

(weewx-venv) zoli@zoli:~ $ netstat -tnlp | grep 80
(Not all processes could be identified, non-owned process info

Looks like a webserver works, but the webpage not available.
