Did you install the extension? If not, be sure to install any prerequisites first, then install using weectl:
*weectl extension install https://github.com/matthewwall/weewx-interceptor/archive/master.zip <https://github.com/matthewwall/weewx-interceptor/archive/master.zip>* Once installed, you will find interceptor.py in /etc/weewx/bin/user.
