I got WeeWX up and running on wanted to explore different skins. So I found one guide that explains how to install Belchertown skin.
https://potatoforinter.net/715/updated-guide-weewx-belchertown-mqtt-ws/5/ this one talks about modifying the Belchertown/skin.conf file but in the https://github.com/poblabs/weewx-belchertown this one talks about using the weewx.conf.
