It's not necessary to shut down weewx for the weekly backup. The database is the only thing being written to and if you're accessing it won't be written to. However, I do stop weewx for my daily backup just to be sure, but it doesn't take very long. I stop weewx just long enough to make a local copy of the db and then restart it before copying the copy off site.
I have no idea what happens when you make an image of a running SD card.
