What you are seeing is not an error but expected behaviour. Your 
interceptor driver calculates the WeeWX rain field by taking the difference 
between the rain values in successive packets. This is because the 
intercepted packets contains a cumulative rain value whereas WeeWX records 
rain on a per period basis (per loop period or per archive period). When 
WeeWX starts up and the driver receives the first packet there is no 
previous packet to use to calculate the rain value, so WeeWX ignores the 
rain value and records it in the log. When the next packet arrives WeeWX 
now has the current packet and previous packet so it can calculate rain. 
Nothing is logged.

If you have a look through your log all of the  'skipping rain measurement' 
log entries occur shortly after WeeWX was started/restarted.
