Googling "Permission denied: '/dev/ttyUSB0'" leads me to solutions adding the user "weewx" to the group "dialout" which I remember being the solution for such problems. You may (I don't for sure, but this may be your next hurdle) also take a look into /home/weewx/weewx-data/util/udev/rules.d
