Another user reported a similar problem

year. The point of commonality is MariaDB running on Windows.

This is not a configuration that I can recreate (nor is it supported). I
suspect the problem has something to do with the case-insensitive nature of
Windows, but I don't really know.

Unless you have some compelling reason to use MariaDB (or MySQL), I would
strongly suggest that you just use sqlite3.
