You can determine the correct filename from the github web interface.

Go to the github site.  Select the correct branch.  Click the 'Code' button 
and there is a 'download zip' pick.  Right click that to copy the filename 
of a zip archive of the code.  Then paste it into your weectl extension 
install command....

So in this case you want to "weectl extension install 
https://github.com/Millardiang/weewx-ecowitt_local_http/archive/refs/heads/development.zip

But that is not your branch but a link to Gary original github, which is no 
longer active.

So How should I install the driver properly? I have tried manuallly to copy 
it and place where the other drivers are, and changed the weewx.conf to 
reflect that I want the ecowitt_http driver to be used. But I only get some 
errors (in the log), because I probably do it wrong. An installer would 
probably be much better, or a step by step guidance as to how it is done.
