Not true. Celestrak files are updated very often. Timescales are updated as well. And even the ephemerides of the planets are updated sometimes. It depends on the configuration what the WeeWX Skyfield almanac extension does. If the user set up to use Earth satellite data, they get updated daily. And it is no use to do it less often.
