It appears that the entry for the forecast extension was overriding the
value for search_list_extensions in weewx.conf, which is a perfectly
reasonable thing to do. Why not include both in weewx.conf? It would look
something like this:

[[SeasonsReport]]
       # The SeasonsReport uses the 'Seasons' skin, which contains the
       # images, templates and plots for the report.
       skin = Seasons
       enable = true

        [[[CheetahGenerator]]]
            search_list_extensions =
user.forecast.ForecastVariables, user.climate.clsle.ClimateSLE
        [[[CopyGenerator]]]
            copy_once = seasons.css, seasons.js, favicon.ico, font/*.woff,
font/*.woff2, forecast_compact.css, icons/*
