Yes.  As always the documentation will set you free.  Please check there 
first always. That's why hundreds of hours were spent writing and testing 
the Guides and Wiki and FAQ.

   - Check out the Utilities Guide and the 'weectl' command and you will 
   see a --config option that you can use to point you to any particular 
   config file you specify.
   - you can query the package to find the drivers - try "dpkg -L weewx | 
   grep -i driver" 
   - alternately the 'where to find things' in the Users Guide would have 
   gotten you there - it's under the category 'executables' which might not be 
   too obvious perhaps
