You're seeing this because StdCalibrate comes *before* StdArchive (which is where the accumulators are emptied). So in the first example, there was no value for windGust, so windGustA was never assigned to anything. In fact it should not have appeared in the archive record at all.
In the second example, you're hardwiring a value for windGustA, so the accumulators are never involved. Again, run weewxd on the command line. All will be revealed. I can't explain why the value of 10 made it to hubitat, but a value for windGust did not.
