No, they can also be dehorned, which is what most Holsteins (the cow
in question seems to be a Holstein) have done to them.

Bulls can in fact be polled.  It is the breed that is polled, not males/females.

And yes, cows have four teats on their udders (which is the number the
cow in question sported).
