Well, in this instance, 'depressed' is a past particple in the passive voice, and depressing is an imperfect/present participle in the active voice, so no, they wouldn't be the same thing.
To elaborate:
Richard Lewis - depressed *by* something.
ER - depressing *you*.
One is being acted upon, the other is performing the action.
