So, turns out that sometimes MD is part of the Northeast.  Sometimes you just gotta read the article.
 
As for the infrastructure/gov't shutting down...what can we say...DC's a festering swamp (with a whole lot of public service unions sitting on top of it.)

You got in June what we got in May, but yours seems even worse
because ours didn't shut down our infrastructure to the same extent.
We didn't lose train service or major office or government
buildings. I think the worst of it was in the northern suburbs near
the NH border, which is more residential and less commercial. I
