To concur with Tony, I think it's wise to point out that Bush has had 
a fairly friendly Republican majority in House and the Senate, and 
he's essentially ignored them. He's steamrolled past Congress for 
five years, making them fairly useless. 

I don't see much changing quite yet. Not the Democratic landslide 
that would have required a massive change at the Executive Branch 
level.
