yrs right exactly, which is why I wouldn't think to look for it in the
security section of the website.  They say it is because the litter
might be hiding security risks, causing delays, but I think that is
BS.  The actual wording is Do not bring ANY food or beverages on CTA
vehicles. The inspection of litter will cause delays to service. 
(Inspection of litter?)  I think they couldn't think of anyplace else
to list the rules, so they stuck it in the security section where no
one would think to look.  So not only did I make a fool of myself but
I broke the rules as well, or maybe I made a fool of myself as a
result of breaking the rules.  Something like that.  Like adding
insult to injury.  I'm both an outlaw and an idiot.  Well clearly it's
a good rule.  The CTA is very clean compared to other systems.
