Proposed Changes to YDNC Bylaws at 2009 Convention  

Amendment # 1 An
Amendment to clarify membership dues and re-chartering guidelines for
the Young Democrats of North Carolina.I.        Amendment # 1 if voted
in the affirmative by two-third of the delegates to the state convention
of the Young Democrats of North Carolina would change the following
sections of the Bylaws for the Young Democrats of North Carolina.a.
Article III, Section III would change from: “Section 3. Membership Fee.
A membership fee of seven dollars ($10.00) shall be forwarded to the
Young Democrats of North Carolina for each Active, Associate, and
At-large member. TO: Section 3. Membership Fee. A membership fee of ten
dollars ($10.00) shall be forwarded to the Young Democrats of North
Carolina for each Active, Associate, and At-large member.b.      Article
IV, Section 4, A, #4 would change from: 4) Remitting a membership fee of
seven dollars ($10.00) for each Active and Associate member in
accordance with Article III, Section 3 of these Bylaws to the YDNC
Secretary. TO: “(4) Remitting a membership fee of ten dollars ($10.00)
for each Active and Associate member in accordance with Article III,
Section 3 of these Bylaws to the YDNC Secretary.”c.       Article IV,
Section 5 would change from: “Clubs must apply to the State Executive
Committee for re-chartering annually. To be eligible for re-chartering,
a club must submit a membership list and remit a membership fee of seven
dollars ($10.00) for each Active and Associate member prior to the first
state convention held after the election of officers or November 30th,
whichever is earlier. Otherwise, the application will be considered as a
new charter request.” TO: “Clubs must apply to the State Executive
Committee for re-chartering annually. To be eligible for re-chartering,
a club must submit a membership list and remit a membership fee of ten
dollars ($10.00) for each Active and Associate member ; and provide
proof of active and compliant status with the North Carolina Board of
Elections prior to the first state convention held after the election of
officers or November 30th, whichever is earlier. Otherwise, the
application will be considered as a new charter request or may be
denied.”II.      Addition of Subtitle “D”, Section 4 Chartering: To
Read: “Upon Chartering and Re-chartering of county organizations, each
county President will receive a YDNC Chapter manual from the YDNC
Executive Committee within 30 days of charter approval.” This amendment
is to be effective at time of passage. Amendment # 2An Amendment To
Require County Chapters To Submit A Copy of All Financial Reports and
Correspondence with the State Board of Elections to the State Treasurer.
I.        Amendment # 2 if voted in the affirmative by two-third of the
delegates to the state convention of the Young Democrats of North
Carolina would change the following sections of the Bylaws for the Young
Democrats of North Carolina.  Article IV, Section 6.”A club must
formally meet a minimum of six times per year. Within thirty days of the
conclusion of the fiscal year, a club must submit a detailed written
report to the YDNC Secretary describing the club’s activities and club
officers. Each club must submit in a timely manner all required
financial reports to the State Board of Elections.”TO:“A club must

of passage Amendment # 3 An Amendment to re-classify the office of
Treasurer as an appointed position; to establish more specific duties of
the Treasurer;  to establish a compensation plan for the Treasurer of
the Young Democrats of North Carolina; and to establish an appointed
legal council to the Executive Committee of the Young Democrats of North
Carolina.I.        Amendment # 3 if voted in the affirmative by
two-third of the delegates to the state convention of the Young
Democrats of North Carolina would change the following sections of the
Bylaws for the Young Democrats of North Carolina.a.      Remove “a
Treasurer” from Article V., Section 1.b.      Change Article V., Section
2 to read: “The duties of the President shall be to uphold and enforce
the provisions of these Bylaws; to organize and administer the
organization; to preside over all meetings; to appoint chairpersons of
standing and select committees; to nominate a Treasurer to be approved
by the Executive Committee; to nominate a legal council to be approved
by the Executive Committee; to appoint a Historian; to represent the
organization at all official functions; to serve on the North Carolina
Democratic Party Executive Council; to submit a final report to the
Chair of the North Carolina Democratic Party at the conclusion of each
year; and to chair the State Executive Committee. All appointments by
the President shall be subject to majority approval of the State
Executive Committee.c.       Change Article V., Section 5 to read: “The
duties of the Treasurer shall be to keep an accurate account of all
financial transactions; to compile monthly financial status reports and
deliver those reports to the Executive Committee and Board of Trustees
by the tenth day of each month; to file financial reports as required
with the State Board of Elections; to furnish a bond in an amount
determined by the Executive Committee; to assist in assuring that all
county chapters are keeping accurate account of all county financial
transactions; to verify and facilitate if necessary all county chapter
financial reports with the State Board of Elections; and to conduct all
financial affairs of the organization. It is the appointed Treasurers’
sole responsibility to obtain a Post Office box in their county of
residence and make all deposits on a weekly basis. The Treasurer and
President of the organization shall be the only officers with the
approval to spend from the treasurer. The Treasurer and/or President is
not to spend over one-hundred dollars ($100.00) without the approval of
the Executive Committee. The Treasurer will retain copies of all county
chapter financial reports for review of the executive committee. The
Treasurer will forward a copy of State Board of Election financial
reports and all correspondence from the State Board of Elections to the
Executive Committee and State Party staff for their review and records.
The Treasure may be removed from his or her position by a majority vote
of the Executive Committee at any time if there is substantial evidence
that he or she is not carrying out the responsibilities set forth in
these Bylaws.d.      Add to the Bylaws: Article V., Section 5, A. to
read: “Treasurer Compensation. The Treasure shall receive a stipend of
two-hundred fifty dollars ($250.00) per month for carrying out and
completing the responsibilities of the treasurer as established in
Article V. Section 5 of these Bylaws. The Treasurer may receive an
annual bonus if by the date of the state convention, all county chapters
and the Young Democrats of North Carolina financial reports are in full
compliance with the North Carolina Board of Elections. The amount of
this bonus should be no more than one-thousand dollars ($1,000.00).e.
The appointment of the new Treasurer shall take place at the first
official meeting of newly elected Executive committee after the state
convention in 2009.Amendment # 4 An Amendment to correct and clarify the
voting members of the Executive Committee, and Accountability
Guidelines.I.         Amendment # 4 if voted in the affirmative by
two-third of the delegates to the state convention of the Young
Democrats of North Carolina would change the following sections of the
Bylaws for the Young Democrats of North Carolina.Change Article IX.
Section 2 from reading: “Voting members. Voting members of the State
Executive Committee shall consist of the President, Vice-President,
Secretary, Treasurer, designated officer of the North Carolina
Democratic Party, Immediate Past President; District Chairs and
Vice-Chairs; two (2) Representatives to the Executive Committee of the
Young Democrats of America; and the President, Vice-President,
Secretary, and Treasurer of the North Carolina Federation of College
Democrats; chairpersons of the Permanent Committees of the Young
Democrats of North Carolina; and presidents of all chartered and
affiliated county clubs; any voting member of the Young Democrats of
America Executive Committee from North Carolina.If a member of the State
Executive Committee holds two or more positions on the State Executive
Committee, that member shall only have one vote on the State Executive
Committee. TO READING AS: “Voting members. Voting members of the State
Executive Committee shall consist of the President, Vice-President,
Secretary, Treasurer, National Committeeman, National Committeewoman,
designated officer of the North Carolina Democratic Party; District
Chairs and Vice-Chairs; and the President, Vice-President, Secretary,
and Treasurer of the North Carolina Federation of College Democrats;
chairpersons of the Permanent Committees of the Young Democrats of North
Carolina; and presidents of all chartered and affiliated county clubs;

Change Article IX. Section 7, Subtitle C from reading: “The member
misses three (3) consecutive State Executive Committee meetings without

Insert Article IX. Section 7, Subtitle F. To Read: “The Executive
Committee on a two-thirds (2/3) vote may remove any member of the
executive committee that does not have verifiable results in relation to
commitments made by the member and recorded by the Secretary of the YNDC
for a period of two (2) consecutive Executive Committee meetings”This
amendment is to be effective at time of passage.  Amendment # 5 An
Amendment to clarify membership of the Board of Trustees.I.
Amendment # 5 if voted in the affirmative by two-third of the delegates
to the state convention of the Young Democrats of North Carolina would
change the following sections of the Bylaws for the Young Democrats of
North Carolina. a.       Change Article VIII, Section 12 from reading:
“There shall be fifteen-member Sustaining Advisory Council known as YDNC
Board of Trustees. The trustees shall be comprised of one active non-
Young Democrat from each Congressional District and two at-large members
– appointment of the members to be made by the six officers of the
YDNC.TO READING AS: “There shall be a fifteen-member (minimum of, not
limited to) Sustaining Advisory Council known as YDNC Board of Trustees.
The appointment of Board of Trustees shall be made by the State
Executive Committee of the YDNC.This amendment is to be effective at
time of passage.  Amendment # 6 An Amendment to clarify the amendment
process to the bylaws for the YDNC.I.        Amendment # 6 if voted in
the affirmative by two-third of the delegates to the state convention of
the Young Democrats of North Carolina would change the following
sections of the Bylaws for the Young Democrats of North Carolina. a.
Remove Article XII from the Bylaws of the YDNC.This amendment is to be
effective at time of passage.  Amendment # 7 An Amendment to clarify and
streamline selection of YDNC State Conventions.I.        Amendment # 7
if voted in the affirmative by two-third of the delegates to the state
convention of the Young Democrats of North Carolina would change the
following sections of the Bylaws for the Young Democrats of North
Carolina. a.       Change Article VIII, Section 5 From Reading: Section
5. Convention Committee. The Convention Committee shall be responsible
for soliciting, collecting, and reporting on all convention bids from
chartered clubs. Bids must be awarded no less than five months prior to
the convention. The Convention Committee shall establish a good working
relationship with the host of a convention. The Convention Committee
Chair will serve as a liaison between the YDNC and the host club. The
Convention Committee will be responsible for agenda guidelines,
profit/loss ratio, promotion of the convention within the Young
Democrats of North Carolina and the Democratic Party of North Carolina,
and assist in the solicitation of a keynote speaker.TO READ AS:Section
5. Convention Committee. The Convention Committee shall be responsible
for soliciting, collecting, and reporting on all convention bids from
chartered clubs. Bids must be awarded at the fall meeting of the YDNC
Executive Committee. County chapters should submit bids for the follow
state convention up to one year in advance. The Convention Committee
shall establish a good working relationship with the host of a
convention. The Convention Committee Chair will serve as a liaison
between the YDNC and the host club. The Convention Committee will be
responsible for agenda guidelines, profit/loss ratio, and promotion of
the convention within the Young Democrats of North Carolina and the
Democratic Party of North Carolina, and assist in the solicitation of a
keynote speaker.This amendment is to be effective as of the date of the
2010 Convention. Amendment #8 Standardized Annual  Fundraising Programs
of the Young Democrats of NC YDNC State Officers, appointed Treasurer
and appointed Fundraising Chairman shall seek to raise YDNC annual
operating and campaign funds through a series of three annual statewide
fundraising events;  YDNC Board of Trustees and Alumni Reception
Honoring the 15+ member YDNC Board of Trustees for their financial and
strategic advice to the organization. This event shall also seek to
bring together current and past members of the organization. This annual
event shall occur annually in the city of Raleigh, Wake County no
earlier than Nov 1 and no later than Feb 1 of any given year. Gantt Watt
Reception/DinnerHonoring the accomplishments of Fmr. Mayor Harvey Gantt
and NC Congressman Melvin Watt, as well as the statewide contributions
of African Americans in the Democratic Party. This annual event shall
take place in the city of Charlotte, Mecklenburg County, no earlier than
July 1 and no later than October 15 of any given year.  Legacy
Dinner-Honoring Female Trailblazers Honoring the contributions of women
to the state of NC and the Democratic Party. A maximum of three Female
honorees shall be chosen by the YDNC State Executive Officers in
consultation with the chair of the NC Democratic Women, Lillian's List
of NC and Women's Caucus Chair of the Young Democrats of NC, who will
also serve on the host committee. This annual event shall take place in
conjunction with the annual state convention of the Young Democrats of
North Carolina, which shall occur no later than April 15 of any given
