I seem to have lost permission to edit WELD tasks...
Anyway, I have fixed this. The pull request is at https://github.com/weld/core/pull/215
Exclamation marks and + signs are now supported in paths, however, the exclamation mark must not be the last character of a directory name. This is also not supported by the JDK (at least it seems so if you look at JarURLConnection.parseSpecs())
