Oleg, when I deploy your app on a fresh installation of AS7.1.1, I get the NPE. However, when I update the AS with Weld 1.1.8, I no longer get the NPE.
Make sure you really have Weld 1.1.8 in your JBOSS_HOME/modules/org/jboss/weld/core/main
