Hi Andy, we can try to identify the problematic packages and shorten their names. In any case there are no plans to release next version of JBoss Test Harness - actually CDI TCK 1.1 runs on Arquillian.
Another workaround might be using SUBST command (http://en.wikipedia.org/wiki/SUBST)... but I'm not sure about this (I'm no windows user) and also whether it's usable in your use-case.
