Max, your interpretation is correct. What you describe is my original intention. There are two things blocking us:
1) We need support for scanning of package-level annotations in jandex (so that getVetotedClasses() contains also classes whose package is vetoed)
2) Weld SPI is frozen for Weld 2.1.0 so the earlies release we can get this to is 2.2.0.
