Weld SE now supports separate bean archives, each having its own beans.xml file. My understanding is that this more granular approach should allow avoiding this issue.
If that's not the case please elaborate the scenario when classes are found behind a beans.xml location but are not accessible from the classloader that sees the beans.xml file.
