I tried several approaches and it didn't work for me back then (might have had old build though). Anyway, somewhere amongst JDK 9 notes, I read that even these exports are temporary solution and might not be supported for long. While the test fails, it causes no harm to Weld. Formats are only used if the classes can be loaded and it is 'skipped' otherwise. We already discussed how to approach this but haven't come to a conclusion yet. We do not want to add a direct dependency on BCEL classes as it is unnecessarily big for a feature that might not be used at all.
