[~mkouba] No Sorry , I didn't mean to offend you. I'm just overwhelmed by the amount of similar, counter-intuitive issues/ bugs in CDI/ Weld.
My answer to your comment: no, the example is from the CDI 1.2 documentation. And since CDI 1.2 the default {{bean-discovery-mode}} for a bean archive is {{annotated}}. There are no excuses.
Create a new spec issue? No. In the best scenario, it would take a few years to fix. In the most likely scenario it will be rejected by the spec leads.

Fortunately we have Spring and Guice which don't suffer from such idiosyncrasies.
