For the record:

the application context is shared accross the application (at least in Weld)
the spec states that the payload must be ServletContext for a webapp, so e.g. in more complicated deployment scenarios (EAR) we have to deliver multiple events (based on the EE module type)
it's not guaranteed that the ServletContext will be usable after javax.servlet.ServletContextListener.contextDestroyed(ServletContextEvent) completes
