This is new requirement from Interceptors spec 1.2 where in {{Associating Interceptors with Classes and
Methods using the Interceptors Annotation}} is said:

The Interceptor annotation is ignored on interceptor classes bound using the Interceptors
annotation.
{quote}
This basically means to ignore CDI interceptor class once it's bound by {{@Interceptors}} as well. Such an interceptor is notfied invoked twice in Weld currently.
